
Rolling Surveillance®
Rolling Surveillance® is a proprietary, human-led law enforcement training methodology developed by Timothy Lewis and taught exclusively through LCI Services. Rolling Surveillance® is a federally registered trademark, and only authorized instructors operating under LCI Services are permitted to teach this curriculum.
Rolling Surveillance® is designed for sworn law enforcement officers conducting complex investigations and provides a structured operational framework for mobile and physical surveillance work.
Rolling Surveillance® is not related to vehicle telemetry systems, consumer data collection, automated tracking, spyware, or manufacturer-installed monitoring technologies sometimes referred to in the media as “rolling surveillance.”
About the Training
Rolling Surveillance® is an intensive five-day course built around real-world application. The curriculum emphasizes disciplined planning, team coordination, and decision-making under pressure, preparing officers to operate effectively in dynamic environments where conditions change and judgment matters.
This training covers both surveillance and counter-surveillance considerations commonly encountered during long-term investigations, undercover assignments, and operations involving sophisticated criminal activity.

Core Methodology
The Rolling Surveillance® curriculum teaches disciplined, creative vehicle and foot surveillance techniques, including instruction built around The Seven Critical Active Elements for Surveillance Success and Two Critical Non-Active Elements.©
This course is intentionally demanding and designed to strengthen each participant’s ability to apply surveillance principles under pressure in real-world conditions.
