Rolling Surveillance® is a proprietary, human-led law enforcement training methodology involving mobile and physical surveillance techniques conducted by sworn officers.

Rolling Surveillance® is a federally registered trademark and proprietary law enforcement training program developed by Tim Lewis and taught exclusively by LCI Services. Only authorized instructors for LCI Services are permitted to teach this curriculum.

Rolling Surveillance® is not related to vehicle telemetry systems, consumer data collection, automated tracking, spyware, or manufacturer-installed monitoring technologies sometimes referred to in media as “rolling surveillance.”

About the Training

Rolling Surveillance® is a hands-on, intensive five-day physical surveillance course designed for sworn law enforcement officers engaged in complex investigations. The curriculum emphasizes realistic, street-level application and prepares officers to operate effectively in uncontrolled environments where real-world decisions matter.

This training addresses both surveillance and counter-surveillance, with a focus on operations involving sophisticated and organized criminal activity, undercover assignments, and long-term investigations.

Training Emphasis

The Rolling Surveillance® curriculum places strong emphasis on:

All instruction is taught in the classroom, followed up with hands-on training, in the streets where officers work, rather than in controlled or simulated settings.

Counter-Surveillance & Advanced Application

Participants learn to identify and respond to counter-surveillance conducted by both street-level and sophisticated organized criminals. Training environments may include:

• Surface streets and freeway operations

• Stationary surveillance and set-ups

• Apartment complexes and residential neighborhoods

• Business districts, malls, parking structures, and similar locations

Officers train to operate as coordinated teams while adapting to evolving conditions.

Core Methodology

The Rolling Surveillance® training curriculum teaches creative and proper vehicle and foot surveillance techniques, with emphasis on The Seven Critical Active Elements for Surveillance Success and Two Critical Non-Active Elements.©

This course is intentionally demanding and designed to test each participant’s ability to apply disciplined surveillance principles under pressure. Officers routinely report gaining a deeper understanding of surveillance methodology in a single week than they believed possible.
